You have to read starting from verse 1 in chapter 11. It's all about it being appropriate in that culture for women to cover their heads when praying or prophesying. In Corinth there was the new Christianity and the old religion of the area. In that religion a woman would be a temple prostitute for a year. Those who were temple prostitutes would cut their hair for convenience as it got in the way. Woman who still had the really long hair had never been a temple prostitute.
Within the new Christian church at Corinth there was a distinction being made between those who had been temple prostitutes and those that had not been, the glory of the woman who had never been a prostitute was advertised by the long hair. So Paul's decision concerning the problem was that the women were to cover their hair so that no one could tell the difference. Or if a woman did not want to cover her head then let her hair be shorn (cut off) also making her to look as one who had the shameful past. The issue was the pride and the superiority issues of the long haired ladies.
It means that women should have long hair because it shows that they worship God and are Christian women. It gives glory to their husbands and shows that they honor their husbands. It's also supposed to show that a woman is a woman and give distinction between genders.
At least that's how it was explained to me when I got a mohawk. Personally I think it should 100% be up to the woman how she wants to have her hair. I've seen plenty of good Christians with short hair. I have long on top, short on the sides, and I actually prefer men with longish hair.

We should, even in our dress and habit, avoid every thing that may dishonour Christ. The woman was made subject to man, because made for his help and comfort. And she should do nothing, in Christian assemblies, which looked like a claim of being equal. She ought to have “power,” that is, a veil, on her head, because of the angels. Their presence should keep Christians from all that is wrong while in the worship of God. Nevertheless, the man and the woman were made for one another. They were to be mutual comforts and blessings, not one a slave, and the other a tyrant. God has so settled matters, both in the kingdom of providence and that of grace, that the authority and subjection of each party should be for mutual help and benefit. It was the common usage of the churches, for women to appear in public assemblies, and join in public worship, veiled; and it was right that they should do so. The Christian religion sanctions national customs wherever these are not against the great principles of truth and holiness; affected singularities receive no countenance from any thing in the Bible.
It was speaking of the customs of the times. But God intends for men to look like men and women to look like women. He has graced woman with much beauty and her hair is one thing that attributes to that beauty. I think it means a woman was made to be beautiful, and when she cuts her hair short enough to become like a man's, to the point one can't tell if she is male or female, she not does not bring forth a good testimony, but brings too much attention to herself distracting from her good works.
Paul was writing his opinion of how things should be to the church at Corinth. I have a problem with a lot of Paul's writings. When I want confirmation of them, I go to the teachings of Jesus for clarification. If Jesus didn't teach it, then I consider it legalism. Blessings!
